An electric current is a flow of electric charge. Electric charge flows when there is voltage present across a conductor. In electric circuits this charge is often carried by moving electrons in a wire.
By using multmeter can know good earthing or bad earthing
How can do?Set multmeter in AC voltage measuring mode.
Measure voltage as follows,

Neutral with Ground/earthing (N-E)

Voltage leakage = (L-E) - (L-N) + (N-E)
=230.1V-230V+0.8V

So earthing is good (OK)

17.1V

Neutral to Ground/earthing (N-E)

0.7V

Voltage leakage = (L-N) - (L-E) + (N-E)

So earthing is bad (NOT OK)
NOTE;
EARTHING IS BAD (NOT OK) WHEN VOLTAGE LEAKAGE IS GREATER THAN 5V
